Usually, I avoid very small form-factor keyboards, and while I still prefer/recommend at least 75% models, I am willing to downgrade to 65% due to the presence of the arrow keys. Still, it’s up to the users, and I have seen many users complaining even about tenkeyless keyboards due to fewer keys.
